The new EU Vehicle Regulation is moving from negotiation into implementation, bringing major practical implications for authorised treatment facilities (ATFs) and the wider end-of-life vehicle (ELV) sector. Key questions remain around Extended Producer Responsibility (EPR) compensation, battery handling and responsibility boundaries, liability insurance access, and the safe treatment of total-loss electric vehicles.
A central point is that responsibilities across the ELV chain are still being defined in practice, particularly where vehicles, batteries and insurance obligations intersect. The 95% reuse and recycling target is also reinforced as a shared, chain-wide responsibility rather than one placed solely on ATFs.
